Yes, Lady C is the best place. The owners are Christine & Warren and are pretty active in the BDSM scene there--which may surprise people because they are a cute little old couple. But many of the thing they sell are hand made by Warren and if you want something they don't have, he'll make it for you if he can.
There is also a place in the red light district that is not very well known called PES studio (http://www.peselectro.com/) they specialize in Electro-Stim products but they have a lot of other things there too. Their studio is kind of hidden and when you walk in, it looks like a small velvet covered room. They take you behind a hidden door and you walk into the showroom. They have lots of sexy clothes...lots of leather...and the most interesting dildos & ES toys you could ever imagine. They also have some books, videos, and medical supplies. It is very discreet and they only allow a few people in at a time...so I would recommend you call to make an appointment. Not to mention the fact that it is in an industrial office complex on a three-way corner...if you haven't been there before you won't be able to find it and you'd never notice it if you didn't know it was there. But totally worth it. The people who work there are so nice and professional, they don't mind if you ask questions and they will even take things out and put them together to show you how to use it (to a point). But if you are curious about ES it is really awesome because they don't want people to get hurt they'd rather educate you so you can play safely.
If you like PVC or latex, there is a place called The Rack. It is by the Spotlight bar (any cab driver can find that). The Spotlight is a gay bar and a lot of the stuff at the Rack is gay oriented but they have some pony play gear and such.
While you are at Lady C's...spend some time at the stores nearby...Bad Attitude sells the most to die for corsets and many are handmade by the woman who owns it, she knows a lot about them and will cinch you up the right way...if you never knew your waist could cinch to 20" give her a try! Then there are the stripper supply stores...a half dozen or so in the same little strip mall and they all have cool stuff.
Finally, there is a place called Deja Vu's Love Boutique on W. Tropicana just down from the Orleans...it is like an naughty department store...they have a small fetish section but its good for your basic floggers & nipple clamps, plus they have all the basics--handcuffs, leathers & lube.
Its Vegas...there is no shortage on places to fill your toy box, only limit is how much time you have or how much dough you want to blow on it. Fetish gear can be expensive! Have fun!
