The water injection carb, anyone who knows chemistry will tell you it was a great thing, but there were also problems with it. The benefits have been replaced by those of the commonly known EGR valve. An EGR valve actually pollutes the intake mixture with O2 deprived exhaust. It lowers peak combustion temperature and pretty much makes regular burn like high octane premium, except for the power produced. It does reduce knock and ping, but many consider that a side effect because it is required now, because it reduces N2O emissions.
Like the PCV valve instead of the road draft tube. The PCV was required, but it really does you some good. It keeps the oil in the crankcase clean for alot longer. It became required because it reduced crankcase emissions.
It takes some serious study of the history of technology to understand what they are doing. Instead of designing or adapting a carb to the engine which was done for decades, now the thing sets itself with the ECM. Better production and less duds.
With sufficient information I conclude that they do as they please, and pretty much always have. What's more I believe that the big three brought on some of this clean air crap, not for the public good nor any other altruisic purpose, they did it to limit the competition. Wouldn't you ? You have a gold mine here, are you going to let just anyone mine it ?

You're not all that radical or hard to understand in most cases. You hit nail squarely on the head in many instances. In this one it's agenda and the agenda usually seems to be eliminating competition and maximizing profit (using whatever means necessary). Beneficial or detrimental to the public good is simply a side effect in much of what takes place.
