Don't confuse socialism with welfare. As far as I can tell, the two border on being mutually exclusive.
As for shipping people out, the far simpler solution is to employ delayed citizenship, contingent on a few years of actually contributing to the society in which one wants citizen status. Add expulsion as a default penalty for any felony crime for a time after initial citizenship, and all crimes prior to that. Leave free movement in there for anyone that hasn't incurred the penalty of expulsion, but hold back on any and all benefits until initial citizenship is granted.
And ease up on the indentured servitude laws. If someone is willing to go for indentured servitude, let them. Register the terms and enforce them bilaterally. When the person has fulfilled their term of service, or is released prematurely, count the time spent as an indentured servant toward acquiring citizenship. There's a fair bit of difference between indentured service and plainly kidnapping people into unbounded slavery, after all.
