Market researchers already collect information about what people buy
Insurance companies already keep a copy of your medical records to assess your risk

If this video is meant to be showing where we are headed then I'd say it is slightly behind the times in some respects.

What authors of these grand conspiracies forget is that organising/viewing/maintaining that level of information is a logistical nightmare. Even now in Europe they store information about your phone calls for two years. It is impossible for them to look through this information in real time, the best they can do is search via names for a finite time index. So it is retrospective because an event has to occur for them to check back through the records at that point in time when the event occurred.
