That looks like a massively unreliable site to me, there's a difference between not tracking transactions to X amount and X amount being 'missing', I've worked places that didn't track petty cash....didn't mean that money was going missing/being stolen each month, just that we didn't know exactly what it was spent on..... It did leave open the possibility that the work experience kids were on occasion pocketing the change, but I doubt things are THAT lax....would want to know the context of that quote, and certainly wouldn't believe that sites interpretation of it. It's a pretty poor job that that military doesn't do a better job keeping account of its spending, but I don't think it's corruption, just disorganisation....although the disorganisation may be hiding a lot that borders on corruption of course, but....with no stiring intended, that doesn't seem to be unusual for the american government. It doesn't seem like the biggest problem the usa has tbh, don't worry about the oil warning light being stuck on when one of the wheels has fallen off.
