It's not shocks but with a TENS unit or cattle prod and a relay I'm sure a tech could modify a Televibe to do this.

This is a remote control vibrator that works over the cell phone.  She has it inserted and you send her a text message and it vibrates.

However, i could only find it in the UK and it is quite expensive.  And, it doesn't work with a Treo....yet.

Not quite what you were looking for but an interesting option.  i would suggest, however, that you look into the Health & Safety threads on the risks of shock collars.

I have seen some toys like that in BDSM shops like Fetters etc.
I have even bought one for outdoor/public sessions, it is fun.

I bought a remote control puppy shock collar, but unfortunately not one that can work through the internet, only from some distance, but you'd have to be in the same town I fear!
Sounds like you could do with a combination of several items rolled into one.

There are 2 or 3 ways to do it. but a little wiring knowledge is required. Also dpends on how much you want to spend. but if you like small projects, get a relay output board , either parallel or serial from a place like carls kits , then depending on the tens model you want, with the regular 9 volt ones, you just need to wrie the battery through one of the relasy. If you use like an erostek 301r, then you need to buy an extra remote, a connect the 4 buttons on the remote to the relay board. Just a brief note, i have done all of the above,  and the tens units can either be controlled via computer or via key wireless remotes . for a high / low shock using a regualr battery one, here is a wiring info and a diagram i did a year or 2 ago, http://www.slavechris.com/Pwire.html  . if you did something along those lines drop me a note here. since the software would be the big problem depending on if you had web site of your own or not. I have my erostek hooked up so it can also be turned on via a web based bdsm hangman game i wrote

"permanant" sounds like the end,
just curious ,as to why, that name ....

Before the cell phone age, they made small pagers, that vibrate. If you put one in a condom and tie it in a knot you have an insertable toy that can be activated from anywhere in the world. Many will have to be "turned off" by going to the bathroon and pushing a button.

If you like, you can take it apart and expose the wires that go to the little motor that causes the vibration. If you connect those to a small relay, you can now control any electrical device you like from anywhere on the planet.
