Its important to realise that UK mayors are nothing like US mayors - they are purely symbolic civic functionaries, elected on a rota system from and by the elected town councillors; basically, you serve your time and eventually you too can be mayor. Becoming a town councillor meanwhile is pretty simple in most places; you join the local branch of whichever party holds power (the same party that has held it since your grandad was in short trousers in many places) and find that theyre so desperate for candidates, having few members these days, that they'll put you up to stand in one ward or another until you get elected. Town councillors are interesting sorts; you get a wide range of people - the only ones under 50 years of age being the ambitious whipper-snappers preparing for a run at Westminster or Brussels through ingratiating themselves with the hierarchy. The remainder consist of career councillors who've represented the same ward since the 70s, various narcissists and misfits with delusional fantasies about becoming a big wig in the town, plus an assortment of actual big wigs in the town. At a guess, I would say our knicker loving friend would be one of the misfit contingent. E
