That is art, not a bilboard. Though the pasties do make it more lascivious.

Having been to Vegas, the whole argument is silly. The city runs on sex.

Shame on the New York Arts page for not showing the mural in question to start with and instead showing the most controversial images they could find!

It may be on a building but it also is connecting what that building is as well as the city and district i believe they should bring up district to decide what they want to call art not the city as a whole.
it is the community that has to see on daily bases not just someone that is passing by, not some one who is not part community.

Why is the billboard so controversial? Caesar's Palace has several larger than life, nude statues, male and female outside of the hotel and visible from the street. One of the statues even depicts the Rape of the Sabines.

Or reducing it to the silly concept of not wanting to be exposed to something one considers ugly.

Personally, the thought of having to suffer the visual of John Madden, John Goodman and John Daly all walking around in nothing but speedo undies isn't quite as disturbing as the act of using something's being visually disturbing as any kind of substantive argument against its being visually available.
