my mistress and i are new to the lifestyle and i am looking for an experianced dom female to give my mistress advice on punisment and reward. all help is apreshiated.

In a nut shell I do not believe in a model of using corporal punishment for behavior modification in a long term relationship. (works fine in a scene though).
 
If a sub of mine chooses to disobey we discuss it, and often the "punishment" is me withdrawing D/s from the dynamic, and it is then his choice to obey or not, but i have not lost any ground because i have kept the D/s a privilege in his mind and have have not trained him to disobey to get his needs met.
 
I have found the threat of going vanilla be the most powerful deterrent. The second best is the words "you have disapointed me, pet"

There are lots of useful (and some not so useful) websites, books and other resources out  there. The best advise I could give your Mistress is to get her hands on as many of them as she can and read up on as many different styles as she can find to decide what would work best for her.

Oh, and this is a really good place to ask advice if you run into a problem because you will get lots of different opinions on how to handle just about anything.
