I've had mine do the 0-60 between 8 and 9 seconds, but only when I'm spot on with the shifting and road conditions. The trick for me is to get the car moving without spinning the tires. Once they start losing grip, the quick run goes out the window. 2002 PT Cruiser with 5-speed manual here. Searched high and low that year for a manual tranny equipped Cruiser. Finally found one after visitng six Chrysler dealers in the Tampa Bay area. All, except that one, were automatics which were not only problematic for that model year but were almost too slow for the 40-70 acceleration onto highways.
