I read today that the GOP in Kansas is seeking to criminalize hetro heavy petting.  This is hard to believe.  Does anyone know if this is true?

Well, it is ~technically~ true but the part that got left out of that report is "of children".

As it stands right now, a creepy old pedophile can molest a child by touching them and there is nothing legally that can be done because the child molester can just use the old “Its not sex because there was no penetration” excuse. The law in Kansas is trying to close up that loophole.

Naturally, I realize that pointing out that this law only affects pedophiles ain't going to change anything. Everyone is still going to be crying and screaming about how those nasty evil rotten christians are trying to force their puritanical thinking onto everyone else. But if thinking that guys shouldn't be allowed to get away with fondling little girls makes me a puritanical prude then I guess I'm just a prude.

Ok.  I didn't think it would be true as stated, but with the stories you hear of funny laws and bible belt, I didn't want to jump to conclusions.   So then, has this already been passed into law?

Did anyone else catch the part where sodomy between two people of the same sex is illegal?

Oh, and that sodomy includes sex with animals? Does anyone else thing that definition is weird?

Oh and how spouses arent protected against sexual battery?

This is just not a true statement.  While I am not well versed on laws in every state, in Kansas they most certainly can (and do!) prosecute sexual abusers where no penetration occured.  I would assume this is true across the nation.  It is not classified as rape as all.

Ok folks. Sorry about that ..... the law is not "going into effect". Its already been on the books for 24 years.
Why this is coming up in the news now is because of a current court case involving doctor-patient confidentiality. From what I can understand of it, doctors are required by las to report any suspected sexual abuse of a minor. This includes "lewd fondling". The case is debating if the doctor can say "Hey, thats not abuse. Thats just teens making out" and not report it, or if the incident has to be reported to the police and then the police will say "Hey, thats not abuse. Thats just teens making out"
The legal mumbo jumbo of it all is enough to make blood shoot out of my eyes. So I have to admit that reading and researching this thing in detail is not exactly how I wanna be spending my spare time. Those with the curiosity and the nerve to wade fully into the legalize can google on "Aid for Women v. Foulston"

You are right. I was wrong ...... whoops. (see above post)
I admit I didn't dig extraordinarily deep into the issue when I first posted. I only researched enough to figure out that this thing is not dealing with heavy petting in general, but is only about what happens when one of the persons involved is a minor.
After I found out this wasn't a ban on ALL heavy petting, I just left it at that. In my defense, I should point out that the article original quoted in the first post, didn't even research that much.

Yes the law has been in effect for years.  This new flurry comes about as our (I live in Kansas) attorney general is trying to be able to access physician's records of underage abortions and sexual contact. 

IMO our attorney general is a scary dude who needs to keep his nose in his own business.  It doesn't bode well when the government can start browsing through confidential medical information just because they choose to. It may start with minors but it has the potential of affecting everyone.

BTW Kansas has some of the strictest laws around on sex crimes.  Its been years since penetration has been required to prosecute.
