In the sense the OP is probably thinking, then yeah, they're a joke. Ancient Seekrit European Houses Of Real Twue Slave Training don't exist and have never existed.
What did exist historically (and still does) is a very real prostitution type slave trade that is nowhere near safe, sane or consensual. I don't think you want to get involved with any of that shiznit, and if you try to find it because you're that stupid, most likely you'll end up dead in an alleyway. In any given historical period, it isn't usually hard to find women tricked or trapped into brothels and kept docile with drugs, beatings, etc, or an indentured class laboring in the fields, etc. This crap has nothing to do with BDSM. It's straight economics, the same as any other kind of slavery we've seen in human history.
What also exists currently are seminars, workshops, weekend retreats, etc, that may be structured as a "training camp" for submissives and/or dominants. Butchmann's Academy comes immediately to mind. But you can't buy slaves from there with a credit card, so if somebody offers to sell you any, I'd say that a grain or two of salt would come in handy. Or the whole damn shaker. [:D]
