Its really easy to pair or party up at a munch over months and years of going and then ignore newcomers. This isn't very nice or friendly but it happens.

I really think that just coming to come and meet folks gets anyone a lot further than if you come with a goal to find a partner.

I've had it happen both ways. At times, a male I've been interested in has approached me before I got around to him. (I socialize at munches, and won't walk out of a conversation because someone catches my eye.)  Mostly though, I tended to be the aggressor.

I run a FemDom-MaleSub group so I am always talking to the subs whether they are new or not to the munches and other functions but I learned a long time ago if I have an interest in a sub I'm not waiting on him to approach me because if I do someone else already has him snitched up. Generally I would prefer the sub let me know he is interested first but I have been known to approach a sub that really catches my interest esepecially if he loves to be signal tailed!

I do not consider waiting to be approached a passive female role but one of protocol. If a slave is interested in serving, he must present himself to me. I do not chase males. Also, I am not going to randomly approach someone who may be attached or collared.

I never go to a munch for the express purpose of meeting submissive men, though I invariably do (just not "the one" yet, LOL).  I just go to have a good time and meet people.  I have met a few subs at minches that I initially liked and ended up going out with, but things didn't work out for one reason or another.

Sometimes I initate a conversation with a submissive male, regardless of whether I am personally interested in him or not.  I love having great conversations on topics of mutual interest and making new friends in the lifestyle. 

I don't mind it if a submissive male initiates social interaction with Me either, if he is polite about it.  What I particularly detest is being at a play party and having a persistent "submissive" male pester Me to play with him.  Another annoying type is one who meets a Domme at a munch, then latches on to Her and follows Her around the entire evening like a puppy dog.

It depends on the man, mich.  If he strikes My fancy I'll approach him. 

If, however, I happen to overlook a good potential sub and he approaches Me, we're both fortunate.
