Secret studies by the OSI and Interpol have determined that the other two thirds are consumed with trying to understan Women. An exception was found in bikers though, they only use one third foe that, the other hidden third is in use trying to figure out how to build a bridge from the mainland to Hawaii so the can ride their Harleys there from here.
Senators would approve it, at least one. She would probably like a ride to Hawaii to save on airfare. Hair in the wind, what a ride !
I will not further engage the subject of what Women do with their extra grey matter, if you can call it that. There are many her who will tell the stories.
