Useless, some of them are. Some of them aren't. It's a human organisation: there isn't a single human organisation that functions perfectly.

I worked for one of these UN System agencies for four years- it's not very large (roughly 1,500 employees), but it actually generates its own revenue.
What's funny is that the bigwigs within the United Nations are very often American citizens [:D] . You really don't have a clue, do you?
