Red blood has oxygen in it -- when it starts turning purple/blue, the oxygen in the blood is depleted, and generally being returned to the heart. When tissue is oxygen deprived, it starts to die. This is generally more important around joints or any area where the bone is close to the surface of the skin. By the same token, if you wrap a piece of string around your finger tightly enough, it will do the exact same thing. I can see where people would want to do this for purely asthetic reasons, but as in any other circumstance, you don't want to do anything that cuts of blood flow for any prolonged period of time. While someone's breasts are less prone to tissue damage than, say, someone's knees or wrists, when the skin begins to discolor because of a lack of circulation, there's a timer running. I wouldn't consider doing anything like that longer than absolutely required to snap off a roll of film (well, fill the flash card) before loosening the bonds again to restore circulation. By the same token, any good Cub Scout also isn't going to have a hard time coming up with an arrangement that can be loosened or tightened as needed, for the sake of convenience. As an aside, about a year ago, I got caught off guard by a SEVERE asthma attack that all but wiped out my ability to exhale the carbon dioxide out of my system. As it took nearly two hours to recognize it's severity and drag myself into the emergency room, I discovered, having regained some of the ability to breathe, that any part of my anatomy that made contact with another surface was extremely painful. The guy that hooked up the meds for me later explained that the oxygen level in my blood was so low that the experience was roughly equivalent to having been pulled out of the water after having drowned; for the next few weeks, I had a nearly full-body bruise because the bottom layer of tissue had started to die off from oxygen deprivation. /me steps off civic soapbox
