The problem goes so deep that no one and I mean no one is willing to address the cause, they simply want to treat a few of the symptoms.

Once upon a time there were regulations on banks and other financial entities that kept them from re-selling and re-packaging their own products, paying Peter and paying Paul with money that didn't exist in reality.  The stock market once upon a time was where people planted money and watched it grow or die but like any crop, people understood that it took time.  Most inventors didn't expect dividends to be paid for at least the first 3 years when investing in new or growth opportunities.  But now people shuffle money in what can only be described as a securities pyramid scheme.  They shuffle money and expect to buy a stock at 9am and make a profit by 5pm. 

Saying all this because most American companies are simply whore to Wall Street without any concern for long-term consequences.  Wow, our profits were down last quarter... let's outscource to China!  Yea!  That helped our profits!  No one is bailing out on our stock.  Oh shoot, we didn't really fix anything, let's lay off some more workers because payroll is an immediately recognizable line on our chart of accounts.  There, that fixed it.  Oh crap, people aren't buying our product!  Let's outsource our production to China and lay off more workers.  That fixed it.  Wow, the economy sucks.  So few people are working that no one is buying our products.  Goddam liberals!!

Companies say they can't hire until they increase sales but no one can afford to buy because they don't have jobs.  A few tax breaks won't fix it, can't fix it.  There will be no fix until we fix what caused all the layoffs in the first place.

Oh, wait a minute.... that's right, there are thousands of jobs available!!!!  It's just that Americans won't do them and we have to let all the illegals do those jobs instead.

Bullshit.  It's called a "jobs bill" but will create few if any jobs.  Solid pork.
