Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S.
Constitution, as well as Vermont 's own Constitution very carefully, and
his strict interpretation of these documents is popping some eyeballs in New
England and elsewhere.

Maslack recently proposed a bill to register "non-gun-owners" and require
them to pay a $500 fee to the state.
Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and assess a
fee of $500 for the privilege of not owning a gun/snip

Hold on a moment.....here is a link that debunks this.

First, Maslak proposed this in 2000.

Second, he is no longer serving in the Vermont Legislature.

This is not the first time. Switzerland had mandatory gun ownership, in that each household had to have a working firearm and at least one adult who knows how to use it. Not sure how it was enforced. Also there was a town in Texas with a similar rule. I'm not sure exactly what penalties were involved in either case, or if they were ever really enforced.

However this requires registration and a fee, might be called a fine but it boils down the same. I have to fall against such bills as they are at least as repugnant to the Constituion as gun control. In a way it is as bad as requiring payment by those who have no health insurance (a better analogy than intended actually).

There is one point with which I agree mostly :

"Maslack has also introduced a bill requiring compulsory military training as a prerequisite for a high school diploma in the state. "

Even if you don't want guns, and even if you think nobody else should have them either you should know how to at least treat them. To recognize the different types and know how to unload them, and I mean at the very least. In a way it is like not handing someone a knife pointy end first. But with a gun, just pointing it down is not good enough because you could shoot through the floor. Every person should be able to check and see if it is loaded or chambered, and if it is safe to handle.

Every gun that gets passed around my circle of people, usually for evaluation because it was a recent purchase, is scrutinized by each person to which it is handed. Each is expected to look down the breach or barrel or whatever for themselves, and they do. I wouldn't have it any other way. Accidents are caused.

Forcing people to pay for health insurance... "bad".. "socialism"... "un-american"... "unconstitutional"

Forcing people to register because they dont own a gun, and forcing them to pay $500 because they dont.... is what? american???? constitutional???

We do the same around here, except with our women.
 
Some however, do occasionally discharge.

In Switzerland:
Gun politics in Switzerland are unique in Europe. The personal weapon of militia personnel is kept at home as part of the military obligations. Switzerland has one of the highest militia gun ownership rates in the world.[1] In recent times political opposition has expressed a desire for tighter gun regulations.[2]

Since only men have compulsory military service in Switzerland, it is only men of military age (up to the age of fifty, if memory serves me well) that have to keep their military-issued weapon at home.

Once their military duty terminates, they have to return the gun and ammunition to the military authorities.

There has been a number of incidents involving military-issued guns in recent years (including a spate of murders).
