It is expensive either way. Criminals cannot commit more crimes when they are locked up. Leave them in jail and save the cops and prosecutors the time and expense of doing everything twice.

Why not get treatment for those that are mentally ill while they are incarcerated? Those that are severely mentally ill could even be put in mental institions under maximum security. A few of them, might even get better.
