Heavy (as in weight) flogger. Stiff-ish leather, many many thick tails might do it. The thicker/stiffer the tails, the fewer of them you need. But if you're working with normal (suede/soft) tails, you'll need a whole lot. Look for a stiff-feeling leather. Normal tail length, however, of 16-28 inches, is desirable. You will look at that sucker and say, "that is a FAT flogger!" The one I experienced was custom-made by someone doing some experimenting, but given the proliferation of toys out there I imagine you could find something similar. Disadvantage: even if you have a strong arm, something like this can be tiring to wield, because it weighs a lot.
