Most modern tattoo businesses have a machine that will scan any picture and transfer it to a tattoo pattern sheet which they then transfer to your body. They should also be able to scale the size so it comes out the same whether you choose to cover your breast or your back.

yes, this much I know (<- tattooed lady here)
but Im looking for someone who can do the artwork,
by hand, so that it can be framed later.....

you should start by finding a tattoo artist who's style you like. They will draw up the art for you and be the ones to do the tattoo. A true tattoo ARTIST is not a human xerox machine; they like to have input into the creative process.
