the thing is- they are not actually doing their job unless and until there is a scandal.

basically no pol rises to power until the NWO has something to use against him. Then this way the pol does the bidding of the NWO. Up to the point- when he says no more- I am doing for the people. So when he breaks his loyalty to the NWO- they pull the plug on him. That is why there are so many scandals because they push these guys to further their agenda in hyper mode.
