He seems to be either an identity thief who has decided that it's safer to sell the hacked information for someone else to use, or he's a outright scam artist selling useless information.

I wonder how much business you've sent him from here.

As an afterthought, maybe this creep hacks his customer's payment account info, and sells it to the next greedy buyer/sucker.

Oh the poetic justice! The victims won't even call the freaking authorities.
