Crotch bomber went through three international airports on his way to Denver, each with more sophisticated equipment and security checking than the last; Schiphol (NL) is regarded as being one of the best. The positioning of the bomb rendered it undetectable, the way it had been wrapped and rewrapped meant that no trace of the explosive was detected by the "sniffers", and these new scanners apaprently would not have detected it.
At Schiphol, because it was a flight to the US, the passenger list was sent ahead and checked against the no-fly list and came back clean. The passengers were each interviewed by specially trained staff to detect any abnormal reactions and stories about the reason for their trip and our friend passed, even though he had next to no luggage and no coat for when he landed in Denver at midwinter. It was only when the flight was in the air that he became noted as being "of interest", although even then the connection was not made between the various sources of intel that might have resulted in the aircraft being returned to Schiphol, rather than him being met by agents for a grilling.
These scanners are just another example of being seen to be doing something all in all. Even as a non-terrorist I can think of at least five ways to get my bomb past all of the security, including the scanners. In the meantime, my claim for breach of human rights when and if I am obliged to stand before such a scanner will be interesting and possibly very lucrative - there is no law against being pre-op and in fact every protection in EU law.
Meanwhile, El Al - the highest priority target, has not suffered any problems for decades. But then they use behavioural analysts to observe passengers and pick out those who demonstrate warning signs, amongst other techniques.
