My house is pretty dark too. In my kitchen, over my sink on either side are rounded knick knack shelves, and above on each side is a light bulb. I get those energy saver bulbs. Anyway, I've a parsley on one shelf and oregano on the other, and the plants are very happy and growing like weeds. I'm lazy and leave those cheap lights on 24/7, but the plants don't care. I water them about every 3rd day and ignore them the rest of the time.
Also, Walmart sold a portable greenhouse with 2 or 3 shelves, my cats had fun with it and ripped the clear plastic but...mwahahaha, I bought a heavier grade of plastic and plan to foil them.
Anyway, those florescent light tubes (the kind used in offices) work fine, and I plan to buy 2 and attach them to my greenhouse, as I want it indoors instead of outdoors. There's a timer I plan to buy at a pet store, for fish tanks, that can automatically turn the lights off and on.
We homeschool, and saw an experiment once with plants, and all lightbulbs seemed to work the same, whether "grow" lights, regular, or energy saver. They have to be something like a foot above the plant. I remember hearing that 25 watt bulbs were used, of the regular type.
