I think dpavonia is a known scammer. he blatantly violated tos and therefore scammed the website when he ticked the "accept tos" box.

Your idea seems well intended but not workable as it is with potential to create more harm than good. Firstly it is against the collarme Terms Of Service, also who determines who is a fraud? Such a list is too subjective. In addition scammers are with multiple names which makes a list ineffective.

Best to be alert and with both eyes open. Most scammers are easy to spot if one remains aware, alert, with common sense and to follow gut instinct. If sucked in past initial stages, typically a scammer will be obvious with their familiar trademarks. Not foolproof but it is effective is to use caution and again to follow common sense and gut instinct. Sometimes the obvious is... well... obvious!
