I found this great example that illustrates how they screw you by the use of law. Is it any wonder the old timers are such rabid scrappers when you talk to them about this country? In the following fictitious example, we are going to provide you with the year that the statute was passed as well as the text. I will then give you the year of each amendment of the statute that changes the prior language. After viewing the progression of the changes, look again at the original version and take note of all the clarity that has been lost. You will see how the changes have rendered it impossible for a person to know the original intent of the law. This practice is more common than you would believe. 1959 - It shall be illegal for any foreign corporation to produce widgets except between the hours of 8:00 a.m. and 5 p.m., Monday through Friday. Widgets may not be sold without having first obtained a license in accordance with Business and Professions Code section 12345. 1970 - It shall be illegal for any corporation to produce widgets except between the hours of 8:00 a.m. and 5 p.m., Monday through Friday. Widgets may not be sold without having first obtained a license in accordance with Business and Professions Code section 12345. 1973 - No corporation shall produce or sell widgets except between the hours of 8:00 a.m. and 5 p.m., Monday through Friday. Widgets may not be sold without having first obtained a license in accordance with Business and Professions Code section 12345. 1979 - No person shall produce or sell widgets except during the times allowed by law. Widgets may not be produced or sold without having first obtained a license in accordance with Business and Professions Code section 12345. 1990 - No person shall produce or sell widgets except in accordance with regulations pertaining to this section. Widgets may not be produced or sold without having first obtained a license in accordance with Business and Professions Code section 12345. 1994 - No person shall produce or sell widgets without first having obtained a license. What is important for the reader to know is that the intended meaning and application of the law, as indicated by its original language, cannot be altered by amendment! The 1994 versions still means the same exact thing as the 1959 version. If there are any questions as to the proper meaning and application of a law, the prudent person will seek out the earliest possible version of the statute in order to confirm the issues.

Perhaps a real-life example would be more effective than your fictitious example. I once saw an example of similar manipulation on a tax code, but this was on video, in the now outdated VHS format. I've long since discarded it.

Sorry Real, but it looks to me that as in the case of amendments being made to statute, each amendment is designed to close some loophole or another that some enterprising person has found in the previous draft, or it is intended to update the statute according to changing circumstances surrounding that which the statute seeks to govern. E

In the beginning the law stated the acceptable times of manufacture, but prima facie established evidence of a need for license, which by proposal alone constitutes declaration that the act is illegal, therefore special authority is need to legally conduct that activity. I call that getting their foot in the door. In the end the statement is the same, but when you acquire a license generally you agree to the terms of the license and also agree that they can change the terms at will and you will comply or face consequences. So there was no need to enact anything after the first statute. Just make the license expire after a certain time and put the new provisions in for renewal. But then that is not even necessary, they can change the terms on any given Tuesday. Add this to your arsenal Real, in the last ten years I have been stopped four or so times driving without a license. Not once have I taken a hit for not having insurance. That is because I am not involved with that contract with the state. The state of Ohio which is really not a state to this day. More on that some other time. I could start it if you like, a new thread on that. It is true, the state of Ohio does not exist in law, and I got prima facie positive proof. Also note that though I have been busted, without that contract with the state in the last 15 years I have not been in jail for more than an hour. T
