Hello from Florida! I recently went through setting up a small retail business myself. Florida is a bit odd when it comes to rulings and laws. Each county has its own rules on top of state ones. For the state you will need to register as a fictitious name, a Limited Liability Corporation, or a corporation. Since you will be doing something a bit risky I would recommend setting up as a LLC. That way if something goes wrong a customer can not sue you personally and take your house/car/savings/etc... You will also need to register to collect state taxes, and learn about county sur tax rates. Nationally you will want to register and get an EIN, which is free. I suggest that you go to these websites and look up local business laws. As far as I know you won't need any liscenses to operate other than registering your name or corporation status. There might be zoning laws, however. I would pay special attention to those. They often have legal, tax, and acconting experts who volunteer their time for free. These centers also have free or cheap classes for learning about accounting, setting up a website, etc... They're a valuable resource and can answer any question you have, or help look it up if they don't know.
