For those that refuse to take a CRB test, through issues of privacy, they are coming to be seen as potential criminals because of their unwillingness to let a bunch of beaureacrats examine and judge the applicants life so far. But, if you decline to take the CRB test to give this young person a future, make sure you publicise the fact, that unwillingness is to do with privacy, not past pecadillos.
