But here lies the problem, does the land belong to the council in that it is their property, or is the land managed by the council on behalf of  the people that pay for it's upkeep. In having councils, have we created land owners who can like other land owners bully and manipulate the inhabitants of that land ?

With ownership of a situation comes responsibility i.e. the need to prevent bike owners from just leaving their bikes anywhere.

Do you own the roundabouts or the streetlamps? Do you personally want to maintain such things? It sounds like you want all the benefits of ownership without any of the responsibilities.

It matters little to me if the council thinks it owns the land and so can remove bikes from it that are a burden or inconvenience. If I want to fix a pedestrian safety barrier that a bike is attached to what do I do?

The facilities in a town are bought and paid for by the tax payer, so in effect the tax payer owns them, but they also pay an authority to maintain the facilities. If no taxes were paid, there would be no facilities and there no need for a council, so if we want facilities, we have to have a council and it's work force to work on behalf of us. But what councils have to realise, is they do not own the facilities, they are only there to look after them. So, if a cycle is legally parked and secured on the facilities the council is paid to maintain, they cannot remove that cycle without first informing the owner that it is required that the cycle be removed, this with most reputable councils is done by posting a bill nearby to inform the public of upcoming works and in some cases publicity via other means, newspapers and radio. A council cannot simply remove a cycle which is legally parked and secured, it has no right to. If in the case it has been noted that the cycle has been there for a long time and is decaying enough to show it is not in regular use, they still cannot remove the cycle without first seeking the ownership, as there are people who live in the centre of towns and have cycles, it is upto them when they use them.

In the case of a cycle secured to a pedestrian safety barrier in need of repair or even because it is there and may provide an obstruction to pedestrians, it by the nature of it being a pedestrian barrier, is not a legal cycle securing and so can be removed, as it is the cycle is illegally secured..

The thing is whether there were signs posted in advance. Fair is fair. We have temporary parking bans for street cleaning and snow bans as well. Some places the snow ban is perpetual and there will be a sign saying "no parking when snow exceeds 2 inches". Banning for street cleaning the put the signs up at least two days in advance, but they WILL tow your car. With a snow ban they just plow it in. And if I am not mistaken there is nowhere in this state you can park in the same spot for more than 72 hours. The police mark the tires and if it hasn't moved it is carted off as abandoned.

With the likes of me here of course it is a bit different. This area, for being in the city is surprisingly secluded and is a good dumping ground for people who steal cars and pull a heist or something. So we call, generally because if the car is hot it is a good thing to get it back to it's owner. Sometimes one of us will tell any new neighbor to let us know if they want to leave something on the street so we won't call. Usually we, at some point see someone get out of the car and walk up to a house, OK then, the car belongs here. But if you just park a car here and hop into another never to be seen again, those plates will be run in short order to see if it's hot.

The community works. I didn't think bikes would be considered in this way until I read the OP. That's for security reasons and is but one symptom of society's ills. Like when the President comes to town, the streets are cleared. I think after the Murrah building it would be extremely unwise to park a Ryder rental truck in certain places.

So believe it or not I am not a total anarchist. But the idea of turning a bike into a weapon has my wheels turning nonetheless.

And T is correct- each time the grid says threat to "security" , some nut is mentally noting it.

Aren't bikes a right to travel?    They want drivers licenses for bikes- but so far no.

A bike would have a lesser carbon foot print then a car. Maybe even a bus ride.

Cutting a lock is pretty severe.  Jigga boo Jones would know how to fix that.

Totally. When my Greatgrampa came here they didn't put up signs in Polish. Are you now for multi lingual everything for immigrants ? The hell you say. English is the legal language of this country. Learn it or go home. Before you have a chance to learn it find someone to interpret for you. That's how it is supposed to work.

How about an international symbol- that one needs no language skills for?

Life isn't fair, the official language of the UK is English.

Although Welsh speaking people like to feel superior to the other Welsh people that don't speak Welsh.

I have a pedal cycle, it was my only means of transport, if it got removed by a council, I would be mightily pissed and transportless. I now have a motorcycle, it has taken me four months to sort out, so I have lent the cycle to my cousin's partner for her travel to and from work. The benefit of that, is that I get to sniff the saddle afterwards.

I think New York should get more money to fight terrorism, I think I remember George W Bush cutting the amount of money that goes to New York and transferring the money to other places that don't need it.

Citing security concerns that bikes might be secret pipe bombs, NYPD officers clipped the locks of hundreds of bikes along Houston Street this morning in preparation for President Obama's speech at Cooper Union.  The bikes  were unceremoniously put in the back of the truck.  There was no prior notification of the bikes needing to be cleared along the route by NYPD and onlookers were not given information as to what would become of the bikes.  Happy Earth Day!  (Updating this story as more information comes available.)/snip
