It would be "anti-semitic" in the sense that it plays upon a negative stereotype about Jews. Try this little exercise and see if you get how it works. Here is a joke that would be considered racist in just the same way the OP joke is anti-semitic. Jesus goes into a soup kitchen and sits down at a table with three men, an Irishman, a Mexican and a Black guy. He looks at the Irishman to his right and says, "what has brought you to this place, my child?" The Irishman says, "I'm blind, I cannot work." Jesus reaches out, lays his hands upon the Irishman and says, "Thou art healed." The Irishman jumps up, shouts "I can see!" and runs out the door. Jesus looks at the Mexican sitting across from him and says, "what has brought you to this place, my child?" The Mexican says, "my back was broken, I cannot work." Jesus lays his hands on the Mexican and says, "Thou art healed." The Mexican jumps up and shouts, "the pain is gone!" and runs out the door. Jesus looks at the Black guy to his left, who immediately jumps up and yells, "don't touch me, man, I'm on disability!" and runs out the door. Now if anybody finds this joke offensive, but not the one the National Security Advisor told, they are the ones with a problem.
