As outsourcing is in most part driven by salary+benefits differences straightforward logic says, it will stop when the salaries equalize, or administrative measures will be taken such as tariffs or some other kind of taxation. In this particular case, I find professors highly irresponsible. Testing students and grading is very important part of teaching. Tuition is constantly going up and professors do not have time to teach (as their value is decided how much research money they bring into the university). Research jobs at the same time are performed mostly by J1 and H2b foreign visitors (to cut labor cost to a minimum). So, Americans contribute with tax money but get very little in return.
