Interesting stuff the Public Order Act 1986 - passed by the Conservatives incidentally, for whom the Daily Telegraph and Daily Mail are the fonts of all wisdom (alongside the Bible). Basically the POA is not intended to curb free speech - its rather intended to stop people shouting everyday obscenities at one another. But, taken together with the protection in law given to race, gender, sex, sexuality, religion and so on the effect is to curb free speech where what is said is intended or is thought to be offensive, distressing or insulting to another who is within earshot. This means someone can be guilty under s5 for anything they say that someone else finds offensive, distressing or insulting. This is what happens when you get Tory and Tory Lite following one another into office with massive majorities under our electoral system. This is why we need a balanced Parliament and PR. This is why we need someone to have positive influence on civil liberties rather than the tyranny of a one party state as now. E
