OP - the reason is the same one that when i say "Bugger me" i am not issuing an invitation, i am expressing amazement or disbelief. Equally, when i say "shit" , i am not trying to say that i need to , or that i have a pant load on-board, typically i am exasperated. There are many words in the English language that have multiple meanings, and your example would be one of them. Though i do understand what you are getting at. I worked with a woman that said "frick it" when she meant "fuck it". She was an annoying wench, and i finally asked her why she didn't just go ahead and say what everyone knew she meant. She became most upset with me.
