Here's what you're missing. Without regulation, the ISPs can do whatever they want. Congress is interested in regulating the lines. Otherwise, for example, your ISP could make a deal with one company to slow the traffic from competitors.

In other words, the Internet is not the free territory you envision--it's controlled by corporate providers.

Congress wants to be ready to prevent abuses.

Google could do that.

Another common misperception, that we search the Internet. Actually, we're searching the search engine's servers. Serious web site owners even submit their sites to Google et al.

RO uses Start page.   

They dont track people there.

You're missing the point.

He still has an ISP, he still goes through search engines, and all this can be controlled.

Congress doesn't want to wait for a crisis for the tools to prevent abuse.

LOL.........yeah........I have had 117 intrusion attempts today.  Assuming that even if that were true, anytime he left it, they would track him........and you better believe they do, always.
