Not surprising. They see the direction this is going. The $75 million limit on damages does not apply if BP is found to have acted negligently or violated federal law, so you know the government will be pushing  very hard to find something to hang them with. Tens of billions of dollars are at stake here, and a single misplaced word can be enough to bring BP to its knees.

He is stalling so he has time to come up with another employee to throw under the bus in his place. Either that or he meant he couldn't say because he had drunken a fifth, that wouldn't surprise me a bit. It would also explain why the other guy was too sick to testify. Although if I were in their shoes, I would probably want to go out and get drunk also.

As far as BP is concerned, though, it doesn't matter who they throw under the bus. If anyone working for them, or contracted by them, is found to have acted negligently or in violation of federal law, BP itself was negligent or in violation. They'll pay one way or the other.

Personally, I don't see any way they can avoid it. An accident of this magnitude, it's almost an absolute certainty they'll be able to find someone, somewhere, who cut a corner or ignored a regulation. The government will find it eventually, and that $75 million cap will be as gone as Gary Coleman.
