I was really hot, and I was kind of slapping the wet rag about my neck and shoulders, and it had a bit of a sting to it, and I hit myself harder with it on my leg, and I think it might actually have a chance of being an ok, improvised flogger:)

Cooling too since it's wet.

Well, the whole neighborhood did have a huge, all out water fight today. At one point, the kids started slapping each other with their wet shirts.
Oldest now has some nice welts and bruises on his back.

A properly twisted towel can create a lot of pain and marking. I like hand towels and barmops better than a smaller washcloth, but the principle works all the way up to beach towels.

Perhaps Google up a link to how to make a 'rat tail.'

Make sure you know where not to hit before you get rolling with one of these, and have fun.

Yes! a lot of guys like to snap each other on bare flesh with gym towels, they make quite the SMACK noise and quite a nice little pop.
