Luckily PA is a state where around 1/2 no longer fluoridates the water. IL is not anywhere near that.

Baking soda does most of it. Just put a pinch onto the tooth brush and enjoy.

Baking soda has many uses. I use it to clean silver coins, the clean dishes, sprinkle around to freshen up- it guards against ants. Toothpaste is ok- as long as you do not swallow the rat poisoning.
