I've been strongly considering trying a switch session with a pro domme in NY. However, being a bit paranoid, I want to make sure I don't run afoul of any laws or regulations. Can anyone point me in the direction of a good resouce on the ins and outs?

Since you asked, the very best source of information would be to contact an attorney licensed to practice in New York. They will be fully capable of getting you up to speed on the local laws covering your situation. They can tell what's legal and what ain't as well as instructing you in how to avoid becoming enmeshed in a law enforcement sting, like the kind that happens to craigslist followers all the time.

Now, I understand that you might be a bit shy about just calling one up but there is a place you can try. There's a group called the National Coalition For Sexual Freedom you can Google. On their site they have a resource section devoted to Kink Aware Professionals and you will find some attorneys practicing in New York there.

I don't have a clue about any of them personally so cannot recommend a specific one to you, but it's at least a place to start.

Who knows, one of them might be able to steer you to a Domme that they have visited personally!

The Domme is in much more danger of getting in trouble with the law than you.  If she has any wit about her, she'll make sure to not make issues.

What is a "switch session"?  Are you expecting her to sub to you?  That's not a usual request.  However, some establishments do have both pro subs and pro Dommes.

They are more worried about getting shut down than you are at getting in trouble. As long as there is no sex its pretty much legal

I'm usually dominant, but wanted to sub. For me it would be a switch. I didn't think of the other meaning while posting. While I think your answer on the Domme has more to lose makes sense from a logical point of view, I'd rather know for sure on my own than rely on her.

Go to a well established dungeon or Nevada! If they are publically advertised and they are running with multiple mistresses, guess what, they are legally run. Police departments focus more on undercover hookers getting "Johns" who just want a quick lay.

Professional dominants do NOT offer sex. In NY BDSM is legal to pay for. Its illegal to pay for sex. So as long as you aren't paying for sex you aren't visiting a prostitute.

No one is going to advertise they are a "legal" pro domme. If they make a point to say sex or nothing sexual will happen they are legal. And you make sure there is no sex and it will be legal.

I can asure you that pandora's box in NYC is 100% legal operation. For the years they have been operating and still operating.
