Once you have it in "My Pictures," up-load to a free photobucket account.  Edit it there, and use the "post to forum" link  HOWEVER, you must change IMG to image in link..... go to the practice forum, please!

There also is the paint program in Microsoft.  save the picture to your desktop, open with paint, and choose Image --> stretch/skew.  you can do 50% for both horizontal and vertical and now the picture is 1/4 its original size.
