Just as the sub prime mortgage crisis had its roots in the Clinton Administration decision to require Fannie Mae and Freddie Mac to find enough low income borrowers so that half their loans were sub prime, the Gulf oil spill also had its roots in misguided policies begun by the Clinton Administration. 
In 1995, President Clinton signed the Outer Continental Shelf Deep water Royalty Relief Act which exempted oil wells drilled deep in the Gulf from the normal royalty payments they would normally have owed the government for their oil. Usually, these payments amount to between 12% and 16% of their revenues, so exemption from this requirement did a great deal to catalyze drilling in deep waters in the Gulf of Mexico. As a result of the Administration action, deep water oil production in the Gulf increased rapidly, growing from 42 million barrels annually in 1996 to 348 million in 2004. The latter figure represents about 6% of total United States oil consumption and about 15% of domestic production. Natural gas production from deep water Gulf drilling increased tenfold during the same period. The Deep water Horizon well was one of those catalyzed by the Clinton legislation and began drilling in 2001.

Agreed, I think we should have supported Willy Wonka's chocolate powered vehicles myself.

By the way, Dick Morris was a political consultant for President Clinton for 20 years and still has plenty of insider contacts in Washington. This guy knows what he's talking about.

So how is clinton responsible for all of the failures and mishaps that BP experienced due to sheer negligence?

Once again,  your point is?

Did Clinton decide while Bush was President that it was ok to grant exemptions and allow people to drill without a plan for an accident?

Did Clinton visit BP and tell them to side step all of the safety measures?

yes but who to blame for the collision of our galaxy with Andromeda? After all we've known its going to happen for some time now and yet no one of either side has thought fit to inform the public or take action while as every day passes our entire galaxy is at risk from God's negligence - instead the left call for regulations on God and the right insist that God be left alone and we go round in circles, much like the converging galaxies until the collide.

On the plus side, this scenario is just about enough to make you realise nothing really matters that much; if we escape our dying sun and polluted planet, there's not much chance of evading an inter-galactic collision whatever we do. And thats the sort of thing that will really mess up your day and your lightyear. I propose God be attacked mercilessly, and vilified personally, until he comes up with a solution.

I'd be more worried about another comet strike, myself. We got very lucky when the one in Tunguska struck in one of the few places on earth where it wouldn't spoil anybody's day.

Nothing if they are consistent. Republicans, if all else fails, blame it on Clinton. It had to be right? Who else could raise taxes balance the budget to a surplus, Keep osama on the run, Keep Saddam quiet, Increase standards of living, lower crime, increase net wealth, have full employment,......and still get a bj while eating pizza.......he has to be the devil!

You just haven't been paying attention.

You can blame Clinton, Carter, Kennedy, and FDR all you want.

You just can't mention Dubya.
