Of course they can be.  The point is we're seeing the back of VAR with his/her hands behind their back...... I usually think of Mods as a little more Domly than that position shown by AVR's avatar.  AVR's avatar is either:
A) real submissive OR
B) it's of two people.

Remember, "Mod spelled backward is Dom."
