No, it's not really rude to not want to be confronted with crotch shots in the act of reading a public forum and then express that. What is rude is to assume that everyone wants to see your genitals and post them as a main pic/avatar so that who just wants to read the forums has to see it regardless of whether they'd like to or not. Once something has been seen it's impossible to undo it, so the suggestion of blocking the person who chooses to represent themselves with the image of a body part is pretty much useless as that will only prevent future viewings...not erase it from happening in the first place.
