Only 16% of speeders paid the tickets? That I don't get. Don't they have reciprocity with other states? Here if you don't pay your tickets, your license eventually gets suspended.

Here, if you don't pay your ticket, they arrest you, if they run into you, and throw you in jail.

I am guessing that the tickets generated with the Arizona speed cameras are similar to those generated here in Georgia from red light cameras in that it is only a fine (like you might get for burning yard waste on your property out of burning season) and not a moving violation that impacts your driving record. I think the red light cameras here are like that since it it not an actual traffic stop by a police officer.

If they don't pay for themselves municipalities often have no recourse but to shut them off. The contracts with the companies who operate them are pricey. It was worth a try. I admire Arizona for being the only state in the Union that has any balls.
