Yep, it is a TAZapper.
I have one, it rocks.  You can use it to deliver a short burst of jolt, or in its more evil way, drag it across the flesh for what feels like cutting, with no damage.

looks like a flash light with a plastic cone over it, and if you look she is not using on her slave, maybe a didlo with electric, pulse going into her, you can find that most any place in to sci-fi, just do not go to Comic -com, you will pay way to much for it

Heck, I'm not sure I ever knew the name of it.  We have one we bought at a vendor at a BDSM event.  If I remember right the vendor was called Toy's Toys.  I know she used to have a web site, but when I just looked it up I found nothing. 

Anyway, the toy is just a little electric battery run zapper.  You could to almost the same thing with an electric fly swatter.

Edited to add........I did some goggling and came up with an old Collarme thread on the toy AND the web site of Toy's Toys that sells it.  So here you go  http://www.toystoysonline.com/electric.htm

Philip Talks about the TAZapper
Since I have a character flaw that makes it impossible for me to ever say "no" to an invitation to be a stunt bottom, while I was at Tribal Fire I allowed Ms Toy to zap me with her new electric toy in the area called the "philtrum" where the nostrils meet the vertical groove on the upper lip. As I anticipated, it was a pretty good jolt. The pain wasn't all that intolerable, but the scent of burned ozone was surprisingly intense.

Wow it makes my nose twitch just thinking about that! and I thought licking a battery was bad!
I WANT ONE OF THOSE!
