Basically changes to the law mean the power of prosecution moves away from people to government and just because of a pillock who wants for whatever reason to come to Britain at a massive cost we can ill afford. It galls that moneys will be made available to protect the old scrote, yet public spending is taking such a massive hit and with that the poorest feel it the most. Britain would do well to notice the mood of the people and there choose wisely what should be happening, this pope's visit to many is unwelcome given the recent attitudes the vatican has taken towards events as they have occurred. If public arrest is not possible, there will be something else to make Herr Ratzinger know he is persona non gratia to many.
