Don't know about NJ, but in VA, and many others, a person can't just sign away their parental rights unless there is going to be a step-parent adoption or something of the like. It would be too easy to rid themselves of child support obligations and the courts do not find that severing that tie to the other parent to be in the best interest of the child. The other alternative is that both parents are going to place the child up for a full adoption. Just sayin'... they're in for a long, bumpy road...
