It sounds like this guy: Andrew Hill "Andy" Card Jr. (born May 10, 1947) is a Republican American politician, former United States Cabinet member, and head of President George W. Bush's White House Iraq Group. Card served as U.S. Secretary of Transportation under President George H. W. Bush and the White House Chief of Staff under George W. Bush. Actually, the opposite is true.
