some countries are not listed on collarme? on what criteria the selection is made?

Maybe some countries are not listed because membership in a site like this is illegal in those countries....or maybe they aren't listed simply because the guy who made the form was unaware those counties existed....or......

The answer might be given if the country is known thats being discussed. There are several reasons why a country might not be listed. Knowing which countrys being discussed would help in answering such a question I think.
