Sorry - I can't agree. "Personal strength" may not be a good wording for it but I just don't agree. If you see that your child is repeatedly being taken advantage of, then yes you should speak to them about standing up for themselves. But if they are submissive or not doesn't have a damn thing to do with it. They are letting people walk all over them, you teach them to speak up and take care of themselves. Not apply a label to them that may or may not be true.
